New Delhi, September 19: US President Donald Trump has signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, giving him the authority to impose tariffs of up to 100% on countries, including India and China, that continue to buy Russian oil and gas.
The White House said the law “authorizes and expands statutory sanctions, tariffs, and prohibitions on Russia and extends existing sanctions on Iran”. The Act is named after veteran Republican Senator Lindsey O. Graham, a prominent critic of Russia who died in July.
The United States Trade Representative (USTR) said the signing of the legislation reflected growing bipartisan support for using tariffs as a tool to protect US economic and national security interests. It said Congress had granted the President major tariff authority for the first time since 1974.
The legislation was passed by the US House of Representatives on Wednesday. It aims to reduce Russia’s revenues from oil and gas exports and increase economic pressure on Moscow over its war in Ukraine. The law could have implications for countries that continue to purchase Russian energy, including India and China.
